A Virginia CDL is not an add-on to a regular driver's license; it is a separate license with its own eligibility rule (Va. Code § 46.2-341.9), its own application (§ 46.2-341.12) and its own testing requirement (§ 46.2-341.14). The age floor most sites quote as a flat 21 has an exception most miss: an 18-year-old who is exempt from the federal age rule in 49 C.F.R. Part 391 — in practice, an intrastate-only driver — can hold a CDL, though no one under 21 can add a hazardous materials endorsement.
